Two Three scoop on hot day:
Sound does not travel through a vacuum. You basically need your practice room to be a giant, 10ft wide, vacuum-insulated thermos with you and your 100w Marshall inside. Sort of like this, but bigger.

Sorry, I didn't read your requirements correctly. I'm an engineer and this is an embarassing mistake. If you want complete silence outside of a 10ft. RADIUS, then duh of course it would have to be a 20ft wide thermos, not 10ft.
(Edit. Assuming of course that by width of the cylinder I am referring to the diameter.)
Later in the thread I further specified that I wanted the device to be about the size of a sandwich and cost under $300 retail, and also that it has to be portable, meaning, it has to at least be able to fit in the back seat of your average autobomile.
If you loosened your specification a bit to where the device could fold down / minimize itself for portability you might be one angstrom closer to your goal or is it too early to call in Harry Potter? Yep, I went there...
I'd thought about iso cabs a bit with a second box that was filled with vacuum [sounds odd] and a maglev gizmo to decouple the inner box from the floor. Of course big enough for a 4x12. It never got off the planning page.
