I just got a "new to me" TSL100H and when I switch on the power everything is fine.
Once I flip ON the standby switch, I hear it hum even when all the dials are set to zero.
When I plug in a guitar cable to the input, it hums a little louder.

What I have seen is that the TSL was problematic in regards to the bias, but that was in the 2003 models and earlier.
Apparently, Marshall fixed this problem in 2004 and the later models, and since then the rating has been around 90mv.
