Yes, 70 is recommended, but the difference between 68 and 70 is negligible, at least for my ears.

Ok, thanks, I got it. If I am not wrong, standard EL34 can produce 25W max. If we bias them at 70% of max. dissipation, they actually produce around 17 watts.
