JCM 800 Tone Pot Question

I have a minty fresh JCM 800 4210 (basically the 2205 in a 1x12 combo) that looks great, but the tone pots seem to be being bypassed on the lead channel. You can spin the tone dials (treble, mid, bass) any which way and nothing happens. What do ya'll think? Is there a particular link or ground that needs to be checked or repaired? Awesome amp(s), so just gotta work out the bug. Thx.

(PS: Posted this on the amp page too. Newbie to the site here, so I hope that's cool. Wasn't sure which forum to post in.)

Sounds to me like someone may have ungrounded the tone stack at some point. Pics would help immensely so we can take a look.
