Static noise when using any knob

Hello,
I have combo from 1980's model 5210. Whenever I use any of the knobs I get a static noise and when I stop using the the knob the sound remains and it sounds as though the static is "falling".... It will also interfere with te output of the amp if this is occuring (static)...
The amp did sit for some time not used but is beign played in the last few years.
What I did so far that seemed to reduce the problem was; With the amp off, I turned the knobs very quickly on/off, on/off....

HOwever the problem still persists with certain controls.

What causes this?? Is it due to dirty pots??

Sounds like dirty pots to me.
