TSL100 buzz on clean channel

I searched here and elsewhere on the internet, and the closest thing I found was this. The problem is, I am still an electrical-noob, so I can't really use that information.

My year 2000 TSL100 buzzes really loud on the clean channel but goes almost completely away when I switch to Crunch or Lead. No knobs make any difference in the level of the buzz. It's constant on the clean channel regardless of settings.

I am running Svetlana EL34's and Sovtek 12ax7's in it, that I put in there in mid 2006, @ 16 Ohms through my 16 Ohm Marshall 1960AX 4x12.

Today I switched around the order of the 12ax7's.. nothing changed. So, I biased the amp.. nothing changed. Then, I switched the order of the EL34's.. nothing changed. The noise is the same regardless of guitars as well.

What's the deal? In lay-mans terms..
