What is the best attenuator for really low bedroom level?
I am considering riviera rockcrusher, but maybe you have something better?

    Fryette Powerstation 2.
    I use it with my 1959HW, JCM800, JTM 45.

It is really good! Also at bedroom level.

    Advantages:
    Stepless volumen-control.
    Build-in effectsloop.
    Different toneshaping options if needed.
It can also operate as i 50W poweramp. That means you can turn lower wattage amps into 50W.
    Military quality.

As @JohnH posted, the Weber Mini mass is great.

Honestly, if you need to get the volume that low, look at a digital amplifier like a Line6 or something of that kind. Attenuators really change the sound and the amp is not going to sound like you want it to.

I like riviera rockcrusher you get 8db to 20db cut then you can switch to studio setting and can take it to a wisper.

Totally agree. To my ears you alway lose too much along with the volume. Marshall had gone a bit further and added say a half watt setting to that amp it really would've covered all the bases.

"Really low bedroom level" is not attenuated tube amp territory to me. There are going to be several suggestions for attenuators that do a great job but i highly recommend a modeling rig for what you're asking. I'm a tube guy for sure but at the volumes you are wanting i get a much better tone with my L6 Helix into studio monitors. Again, this is from a guy who loves tube amps.

If you want a real tube amp, and play it at bedroom level, then the Powerstation 2 will do the job fine.
    I'm talking of experience.
But ofcourse you will sacfice something tonewise whatever amp you play at low volume.

Best for me is not really an attenuated but reamper. I use the boss tube amp expander. Keeps the feel and tone intact better than any other I’ve tried. Variable impedance selector allows you to change the j out impedance to suite your amp and can. Works for me. Also you can add effects (built in reverb, delay, compressor and eq) it’s pricey but you asked best.

I’ve tried rock crusher, freyette ps2 and uad OX. Boss Tae works best for me by a margin.

If your willing to spend $1200 to try and "fix" an amp, why not spend $1100 on a new amp that will do just what you want. Not only will it go down to a whisper but it will also blow the windows out if you want and sound incredible doing it.

Attenuators...I've been through all this before.
    And I'll just say this...

    Try it for yourself.
That's gonna be the ONLY way to know if you will like it.

For some people, and with particular amps they will satisfy.

    1. I am thinking about rockcrusher or power station, I read about power station:
"I generally don't attenuate below 10-11 o' clock on the dial. It does get a bit wooly below that (but any attenuator I've used does).
Be warned, it won't get a cranked 100W Super Lead down to bedroom volume."

it's quite expensive - it's really not as good at very low level?

    2. boss tube amo is out of the budged
"I’ve tried rock crusher, freyette ps2 and uad OX. Boss Tae works best for me by a margin."
Was the difference between rock crusher, freyette ps2 and boss tube amp significant?

For simple "Attenuation" Id look into the
    SPL REDUCER
For added features, and Reamping, Id get the Power Station.

Even with an attenuator it can get loud depending on where you set the attenuation level and the output level. I use Rockcrushers not to get it to bedroom levels but to get the power amps into their sweet spot and knock off excess volume. For bedroom level i'll play an acoustic.
