4x12 1960BV Wiring problem?

Hi, This is my first time on the forum, I hope someone can help me with this.
I've Just bought a 4x12 1960BV cab second hand, And when I go through the 16ohm mono input (amp set at 16ohm) only 2 of the speakers work, Ive also tried (without changing the ohm'g on the amp and at low volume) the stereo socket and got nothing! but when plugged into the mono side with the switch in the stereo position and all 4 speakers work! which I believe is 8ohms?
With it being a 16ohm cab I would like to run it at 16ohm's.
I suspect a wiring fault and would be grateful for any advice, By the way the head is a 1959SLP reissue, I've always used combo's in the past,

Ok panic off, I was assured when I bought the cab that the back had never been removed, But there was a crossed wire on the back of the switch! By the way, What a sound!
