I'd like to think it was to emulate the vintage "saggy" feel of a valve rectifier. That said, it was probably more that they found "little" difference between the two. The plate voltages will still come through a "choke" anyway (OT) right?, and the bean counters decided resistors are cheaper on all fronts (cost, installation etc) so run with that.
This is purely speculation though, obviously!!
